The Action Plan of New Zealand, Australia and Uruguay was used as a frame of reference. A group made up of around 20 researchers in the area of marine sciences and from different public and private institutions defined the vision, goals and objectives, for which performance indicators were created. The scope of this Plan is all vessels and vessels that use longline, trawl and purse seine that operate in internal waters, territorial sea, Exclusive Economic Zones (ZEE) of Chile and Altamar. The PAN-AM/Chile is the official document of the Chilean fishing regulatory institution; Undersecretary of Fisheries and Aquaculture (SUBPESCA) that is shared with other state institutions, research centers and NGOs so that they are informed and can apply the recommendations emanating from the document or indications for its improvement. In the case of the purse seine fishery, there are still no official measures due to the lack of precedents, mainly efficient measures and practices accepted by users, however, this Plan wanted to incorporate it to show the progress made in recent years and relieve the urgency of move forward on this issue. This document is still under review and will be formalized this year.
